Framework Overview
Your Situation:
The “Talent Passport – Investor” residence permit is issued to foreign nationals who make a direct economic investment of at least €300,000 in France, with the intention of settling in France to oversee the implementation of their investment.
The investor must also demonstrate the creation or safeguarding of jobs, or their commitment to create or safeguard employment within 4 years following the investment.
Direct investment can be made:
- Personally;
- or through a company managed by the investor;
- or through a company in which the investor holds at least 30% of the capital.
They must also meet the following cumulative conditions:
- Create or safeguard, or commit to creating or safeguarding, employment within four years following the investment in French territory;
- Make or commit to making an investment in tangible or intangible assets of at least €300,000 in French territory.
The following are taken into account:
- Investment in share capital (acquisition of more than 10% of shares, real estate investments, capital increase);
- Reinvested earnings (undistributed portion of operating results from subsidiaries and other holdings);
- Intercompany loans (loans between direct investors and the companies in which they have invested, or loans between companies of the same group).
Exclusively financial investments are thus excluded from this scheme.
(*)A simple financial placement does not require residency in France and therefore does not qualify for a residence permit. A circulation visa may then suffice.
A to Z Package
Step 1
Study of project viability and information on the process, administrative costs, and all conditions to be met;
- Preparation of the investment file: request for the investment project recognition letter; commitment letter with annual job creation and investment plan; certificate of deposit of equity in a personal or professional account with a European Union credit institution (equity investment); agreement in principle for a loan from a credit institution (borrowed funds investment); document attesting to the effectiveness of the investment made (already completed investment); proof of personal management of a company or ownership of at least 30% of the capital of a company you manage;
Step 2
Preparation of the visa application file, submission of the application on France-Visas, and scheduling an appointment for file submission.
Step 3
Application in France for the residence permit and preparation of necessary documents: proof of address and the same documents as for the visa application.
Assistance is available (by phone or email) during the application process phases.
Price for the formalities described above: 2,500 euros
This fee does not include: visa fees, service fees of the provider responsible for receiving visa applications, the residence permit tax, and stamp duty.
Payment Terms
In three installments, prior to each step:
830 euros before Step 1 «Study of project viability and information on the process, administrative costs, and all conditions to be met»
830 euros before Step 2 «visa application»
The balance, 840 euros, after obtaining the visa and before Step 3 «immigration to France».
Refund Policy
Should the applicant be unable to meet the conditions, the first installment will be refunded, minus a 300 euro administration fee (i.e., a refund of 530 euros).
If the applicant does not meet the regulatory conditions and if a relevant alternative to the applied visa has been offered but declined, the first installment paid will be refunded, minus a 50% compensation for JJP / Visas Consulting (i.e., a refund of 415 euros).
In case of refusal of the requested visa, and if the applicant waives their right to appeal, the second installment (830 euros) is fully refunded. It will also be refunded after appeals, if the applicant wishes to pursue them and if said appeals are rejected.
The highly improbable scenario of rejection of admission to France or registration of the long-stay visa by the authorities, which could only result from the concealment of a serious matter, or because the applicant failed to enable JJP / Visas Consulting to proceed with their registration on the ANEF website within the required deadlines (by not providing the necessary supporting documents), or simply due to the applicant’s withdrawal from coming to France, or their renunciation of staying in France, means that the refund of the third installment is therefore not provided for.
Other Packages
The applicant may opt for only one or two of the three steps of the “A to Z” package, according to their preferences.
The pricing, payment, and refund conditions are identical to those detailed above.
